Background

The Riverside Local Agency Formation Commission (LAFCO) recently completed a Focused Municipal Service Review (FMSR) for the Murrieta Service Area.  Water service to portions of the City of Murrieta (City) is currently provided by Western Municipal Water District (WMWD), Rancho California Water District (RCWD), Eastern Municipal Water District (EMWD), and Elsinore Valley Municipal Water District.

 

LAFCO retained West Yost Associates to develop the FMSR study.  The effort is equally funded by the City, WMWD, RCWD, and EMWD.  The FMSR study was initiated in April 2019, and the final report was disseminated by LAFCO in December 2020.

 

LAFCO is soliciting public comments and plans to hold a public meeting to present the final FMSR when public health conditions allow public gatherings.

 

The attached presentation provides a summary of the FMSR report findings.
