The Perris Valley Regional Water Reclamation Facility (PVRWRF) utilizes three belt presses and one centrifuge to remove water from anaerobically digested sludge. The centrifuge performs the daily dewatering needs and the belt presses are used as backup when the centrifuge requires maintenance and repairs. Sludge dewatering serves to lower hauling costs by reducing the water content and overall weight of biosolids before transportation to Arizona, where the biosolids are beneficially applied to agricultural lands.


Belt Press No. 2 and Belt Press No. 3 were installed in 1995, and after 25 years of service, need to be rehabilitated. The third belt press is in good condition and will not need rehabilitation for several years. The scope of work will be completed on-site and is extensive, including disassembly and reassembly, installing new wear components, replacing rusted structural components, and repairing anti-corrosion coatings. The on-site rehabilitation will be equivalent to a factory reconditioning without the additional cost of removal, transport, and installation of the units.


Companies known to the District that provide belt press rehabilitation services are Alfa Laval Inc., and Andritz Separation (Andritz). Alfa Laval Inc., purchased Ashbrook Simon-Hartley, the original equipment manufacturer (OEM) of the belt press units. Upon request from staff, each company submitted proposals to repair corroded frame assemblies and replace worn sub-assembly parts. As shown on the attached Exhibit A, Alfa Laval Inc., submitted the lowest cost proposal. The total project cost estimate (Exhibit B) is $451,000, including contingencies.


The lead time for parts is approximately 12 weeks with a two week period for on-site rehabilitation activities. The total project schedule is expected to be 14 weeks from issuance of the contract.

Funding for this item is provided for in the Biennial Budget for Fiscal Years 2019-20 and 2020-21.

Approve and authorize execution by the General Manager, or his designee, for the award of contract with Alfa Laval, Inc., for the Perris Valley Regional Water Reclamation Facility Belt Press No. 2 and Belt Press No. 3 Rehabilitation Project in the amount of $387,497; and authorize funds for the total project in the amount not to exceed $451,000.
