Approve and Authorize Agreement with Krieger & Stewart, Inc ($98,900) for the Calle Medusa Lift Station and Force Main Siting Study and Preliminary Design, and Additional Appropriation of $376,200

Background

Staff recently completed the Calle Medusa Sewer Protection and Erosion Mitigation project to protect a sewer serving approximately 700 homes within the Solana Vista, Tierra Brisa, and Saddlewood Homeowner’s Associations (HOAs) located within the City of Temecula (Exhibit A).  The erosion mitigation project was implemented as an interim project to protect sewer services as staff advanced a permanent solution to the continued erosion within an unnamed creek adjacent to the sewer. 

 

In January of 2020, staff administratively awarded a contract to HDR, Incorporated (HDR), to perform a hydrologic assessment of the unnamed creek and an appropriation in the amount of $98,500.  HDRs assessment concluded that storm events could undermine the sewer at an exposed location and cause a release.  Further, at least four other locations along the unnamed creek show evidence of continued erosion that will require bank stabilization.  An assessment of project alternatives resulted in a recommendation to advance a lift station project. Concurrently, HDR recommended implementing an emergency erosion mitigation project to stabilize the exposed sewer location until the new lift station can be installed. In May of 2020, the District awarded a contract with Schuler Constructors, Incorporated, and an appropriation in the amount of $225,000 to implement the erosion mitigation effort. The work was successfully completed in August 2020.

 

On July 14, 2020, the District issued a Request for Proposals to eight consulting firms for the Calle Medusa Lift Station and Force Main Siting Study and Preliminary Design.  On August 24, 2020, the District received three proposals.  After evaluating the proposals through a detailed selection process, the review panel comprised of operations and engineering staff selected Krieger & Stewart, Incorporated (K&S), to perform the work based on their detailed understanding of the project, the qualifications of their team, and their ability to deliver the project on an expedited basis.  A consultant selection matrix is attached as Exhibit B.

 

Staff negotiated a fee with K&S in the amount of $98,900 (Exhibit C) that is commensurate with the proposed scope of services.  K&S has successfully completed similar work for the District in the past.

 

The District is pursuing a lift station project as the primary means to address the erosion within the unnamed creek. The possibility remains that other agencies may participate in a stream stabilization project.  Brown and Caldwells (B&Cs) proposal highlighted their recent successful experience resolving a similar problem by facilitating cooperation amongst several agencies to share the cost of stream stabilization.  B&C submitted a proposal for facilitation services amongst potentially interested parties including: Riverside Flood Control; the Metropolitan Water District; and Southern California Edison.  Staff negotiated a fee in the amount of $45,000 with B&C for the added facilitation services.  Staff recommends proceeding on a parallel track with both the new lift station project, as well as, the facilitation amongst interested parties until a determination can be made whether a cost sharing agreement can be reached within the Districts timeline.

 

Staff requests an additional appropriation in the amount of $376,200 to fund the effort for the Calle Medusa Erosion Mitigation project, as well as, the lift station siting study and preliminary design efforts as identified within the Project Cost Estimate (Exhibit D).

FINANCIAL IMPACT:

This project will be financed from the Sewer Replacement/System Betterment Fund.

 

STRATEGIC PLANNING GOAL/OBJECTIVE:

Ensure all water supplies protect the health and safety of the community and the environment and meet all regulatory requirements.

 

ENVIRONMENTAL IMPACT:

This project is subject to the California Environmental Quality Act (CEQA).  In conformance with the California Code of Regulations Title 14, Chapter 3, Section 15004, the appropriate environmental document will be prepared when “meaningful information” becomes available.

Recommendation

Approve and authorize the following:

 

1.              Execution by the General Manager, or his designee, of the District’s standard form of contract with Krieger & Stewart, Incorporated, of Riverside, California, for the Calle Medusa Lift Station and Force Main Siting Study and Preliminary Design project; in the amount of $98,900;

 

2.              Administrative Award and Execution by the General Manager, or his designee, of the District’s standard form of contracts with the necessary consultants and suppliers for engineering support to complete the Calle Medusa Lift Station and Force Main Siting Study and Preliminary Design project; and

 

3.              Additional appropriation in the amount of $376,200.
