Background

The Perris North Basin Groundwater Contamination Prevention and Remediation Program (Program) is intended to clean-up volatile organic compounds, perchlorate, and nitrate from a series of co-mingled areas of contaminated groundwater in the Perris North Groundwater Management Zone (Sub-basin) within the San Jacinto Groundwater Basin and prevent the further migration of contamination to down-gradient potable wells.  In addition, the Program will provide a local water supply and reduce reliance on imported water supply.

 

In 2019, EMWD applied for and received preliminary award for grant funding from the State Water Resources Control Board’s (SWRCB) Proposition 1 Groundwater Grant Program and the grant agreement in the amount of $44.9 million was executed on June 9, 2020. Wells 65, 66, and 204, located in the cities of Moreno Valley and Perris, are the first three of up to nine extraction wells planned as part of the Program.

 

In April 2020, the Board authorized $4,994,022 to fund costs of the Perris North Program including the preliminary and final design of three groundwater extraction wells.

 

Preliminary design of Wells 65, 66, and 204 and final engineering design drawings of the manhole and sewer connection at the Well 204 site has been completed. On September 1, 2020, the District received bids under Specification No. 1414W for drilling and testing of Wells 65, 66, 204 and the Sewer and Manhole Connection at Well 204.  As shown on the attached summary of bids (Exhibit A), Yellow Jacket Drilling Services, LLC of Phoenix, Arizona, submitted the lowest responsive bid in the amount of $3,643,600.00.  The engineer’s estimate was $3,980,933.00.

 

Also, staff solicited competitive proposals to provide hydrogeological construction management services.  Dudek was selected as the preferred consultant based on qualifications, experience, cost, and consultant staff expertise necessary to support the drilling effort.  Staff negotiated a fee in the amount of $751,314, which is commensurate with the necessary level of effort as presented on the Hydrogeological Consultant Selection Matrix (Exhibit B).

 

Staff requests additional appropriation in the amount of $5,670,600 to fund the above-mentioned contracts, project expenses, and District labor as shown on the Project Cost Estimate (Exhibit C). The proposed well drilling is estimated to be completed by August 2021.

FINANCIAL IMPACT:

Funding for this item is provided for in the Biennial Budget for Fiscal Years 2019-20 and 2020-21. The Program will be partially funded through Prop 1 grant funding.

 

STRATEGIC PLANNING GOAL/OBJECTIVE:

Water Supply Diversity and Reliability: Develop and implement a portfolio of projects and management techniques to achieve a reliable and cost-effective balance of water supplies utilizing imported, local and recycled water sources.

 

ENVIRONMENTAL IMPACT:

Wells 65/66:

 

This project is subject to the California Environmental Quality Act (CEQA) and in conformance of California Code of Regulations Title 14, Chapter 3, Article 6, Section 15070, et seq. a Mitigated Negative Declaration (MND) was prepared and circulated for a 30-day public review period.  The MND was approved by the Board on July 2, 2014. A Notice of Determination was filed with the State Clearinghouse on July 10, 2014.  To address modifications to the site layout, EMWD prepared an Addendum to the 2014 MND in August 2019.  The MND Addendum was approved by the EMWD Board on September 18, 2019.  The project being considered by the Board is consistent with the design considered and approved in the August 2019 MND Addendum.

 

Well 204:

 

This project is subject to the California Environmental Quality Act (CEQA) and in conformance of California Code of Regulations Title 14, Chapter 3, Article 6, Section 15070, et seq., a Notice of Intent to adopt a Mitigated Negative Declaration was filed with the County of Riverside on February 5, 2020.  Pursuant to State Guideline §15073, the IS/MND was made available for public review for a period of 30-days beginning February 5, 2020 and concluded March 6, 2020.  The Mitigated Negative Declaration was adopted by the EMWD Board of Directors on April 15, 2020.

Recommendation

Approve and authorize the following:

 

1.            Execution by the General Manager, or his designee, of the District’s standard form of contract with Yellow Jacket Drilling Services, LLC, of Phoenix, Arizona, for construction of Wells 65, 66, 204 and Sewer Connection at Well 204 Site per Specification 1414W in an amount not to exceed $3,643,600;

 

2.            Execution by the General Manager, or his designee, of the District’s standard form of contract with Dudek for professional hydrogeological construction management and testing services for Wells 65, 66, and 204 in an amount not to exceed $751,314;

 

3.            Administrative award and execution by the General Manager, or his designee, of the District’s standard form of necessary contracts and agreements for construction of Wells 65, 66, 204 and Sewer Connection at Well 204 Site; and

 

4.            Additional appropriation of $5,670,600.
