Background

The Districts headquarters campus consists of six buildings (Exhibit A), which were constructed in two phases.  The Operations and Maintenance Center (OMC), warehouse, shops, and meter buildings (Buildings B-F) were completed in 1994 and the Administrative Center (AC) was completed in 1995 (Building A). In early 2016 the District completed a substantial renovation project at both the AC and OMC to comply with Americans with Disabilities Act requirements.

 

The existing fire alarm system is not uniform throughout the campus and does not meet current code. This proposed project will include installing a single fire alarm system, adjusting sound levels, synchronizing strobing lights, and ensuring code compliance.

 

In August 2019, the District authorized an agreement with IMEG Corporation (IMEG) to provide an assessment of the fire alarm system and provide options to bring the current system up to code.  The assessment has been completed and stakeholders selected a hybrid manual/automated system.

 

Given IMEGs knowledge of the Districts headquarters campus fire alarm system, staff solicited a proposal from IMEG for the AC/OMC Fire Alarm System Replacement Project, which includes providing fire suppressant design for the Data and SCADA rooms and fire alarm system design for the main campus. Staff negotiated the scope and fee in an amount not to exceed $128,387 (Exhibit B) and determined that it is commensurate with the necessary level of effort.

 

Staff is requesting additional appropriation in the amount of $189,100 to fund the design effort as detailed in Exhibit C.  The work is estimated to be complete within eight months of issuing a notice to proceed.

Financial/Strat Plan/Enviro

FINANCIAL IMPACT:

This project will be financed from the General District Replacement/System Betterment Fund.

 

STRATEGIC PLANNING GOAL/OBJECTIVE:

Maintenance: Implement and manage preventative and predictive maintenance programs that enable a highly reliable operation of EMWD’s facilities and extend the useful life of assets.

 

ENVIRONMENTAL IMPACT:

The project is exempt from the California Environmental Quality Act (CEQA) as authorized under the California Code of Regulations. Title 14, Chapter 3, Section 15301, which provides exemptions for existing facilities.

Recommendation

Approve and authorize the following:

 

1.      Execution by the General Manager, or his designee, of the District's standard form of contract with IMEG Corporation for final design of AC/OMC Fire Alarm System Replacement in the amount of $128,387.16;

 

2.      Preparation and filing of Notice of Exemption and Environmental Filing Fee for said project; and

 

3.      Additional appropriation of $189,100 to cover project costs through the Bid/Award Phase.
