Background

On May 8, 2020, the Riverside County Health Officer’s order regarding face coverings and social distancing was amended to align with the State’s Stay-at-Home order, which does not currently specify an expiration date. However, last week Governor Newsom initiated the first phase in resuming business in California.

 

As a result, EMWD is preparing to reopen EMWD’s Administrative Center office lobby for customer account inquiries and payments.  We are also preparing to gradually transition staff back into regular scheduled hours and reporting locations under specific protocols and guidelines that have been developed to help ensure employee and customer health and safety.

 

Attached as Exhibit A is the District’s Protocol and Guidelines for COVID-19 Readiness and Reopening Plan – Phase I.  This plan was developed with direct feedback from the District’s supervisorial and management teams in each department.  The plan incorporates the most current information from state and county Executive Orders, Centers for Disease Control (CDC) guidelines, and research conducted by EMWD’s Safety and Risk Management team.

 

In order to begin the phase-in of additional customer services, the main Administrative Center office lobby is scheduled to reopen for customer account inquiries and payments effective Monday, May 18, 2020. Safety and Risk Management staff with the support of security personnel will ensure proper safeguards are adhered to as outlined in the attached plan.  The Operations and Maintenance Center lobby will remain closed to the public, and interface with vendors, consultants and contractors will not change at this time.

 

Staff on Paid Work from Home status are currently scheduled to gradually transition back to the workplace beginning June 1, 2020, in accordance with the protocols and guidelines included in the plan.  This includes flexible shifts, safe work space utilization and schedule accommodations to support specific employee needs.  Safety and Risk Management staff have assessed all work areas and are coordinating with individual departments to ensure physical distancing and to provide additional guidance and support, as necessary.
