Staff is requesting approval to initiate a standard Facilities and Service Agreement with the Developer of the Underwood residential project, TR 29835 (Exhibit A), to include facility oversizing reimbursement for proposed sewer and recycled water facilities (Exhibit B).


Per the 2015 Wastewater Master Plan, the proposed sewer pipeline oversizing will accommodate future sewer connections for undeveloped properties within the tributary-area, between McLaughlin Road and the northerly tract boundary along San Jacinto Road. Sewer facility oversizing includes 1,317 linear feet of 12-inch sewer pipeline, with incremental oversizing reimbursement from 10-inch to 12-inch diameter, for a total cost of $2,634.


Per the 2016/17 Recycled Water Facilities Master Plan, the recycled water facilities oversizing will:


1.      Improve distribution of recycled water within the required reuse area both east of Rouse Road and west of Antelope Road. Facility oversizing includes 6,102 linear feet of 12-inch recycled water pipeline, with incremental oversizing reimbursement from 8-inch to 12-inch, for a total cost of $83,506; and


2.      Mitigate existing transmission deficiencies, which limit flow to and from the Chambers Recycled Water Tank. Facility oversizing includes 2,276 linear feet of 24-inch recycled water pipeline, with incremental oversizing reimbursement from 18-inch to 24-inch, for a total cost of $77,473.


In accordance with the District’s policy for facility oversizing reimbursement, the Developer- obtained four contractor bids to establish the incremental pipeline oversizing costs and corresponding reimbursement in the amount of $163,613 (Exhibit C).

This project will be financed from the Recycled Water Expansion Reserve Fund.



Water Recycling: Implement on-going treatment, storage and distribution system projects and programs to allow 100 percent utilization of treated effluent for the highest beneficial and sustainable uses possible.



This item is not a project as defined in the California Environmental Quality Act Code of Regulations, Title 14, Chapter 3, Section 15378.


Approve and authorize the execution by the General Manager, or his designee, of a standard Facilities and Service Agreement with Menifee 3A INV., LLC., to include reimbursement for facility oversizing of up to $163,613, and additional appropriation of $163,613 to fund the project.
