Approve and Authorize Fourth Amendment to the General Manager's Employment Agreement

Background

On February 10, 2020, the General Manager announced his intention to retire from service at Eastern Municipal Water District. In consultation with the Board, the General Manager has developed a succession plan for the recruitment and transition to a new General Manager.

 

To support the transition process, the Board has identified the following objectives for the District:

 

         Maintain a working environment for the staff that is secure, productive and rewarding;

         Continuation of EMWD’s strategic initiatives and direction;

         Organizational stability;

         Continued progress on all major projects and efforts;

         Protection of the District’s brand, reputation and prominence in the water industry;

         Assurance for customers, landowners, developers and government stakeholders of our continued outstanding service levels and that we value our relationships with them through and beyond the transition; and

         Selection of a future General Manager that will work collaboratively with the Board and staff to maintain and enhance the organization and its successful direction.

 

To help achieve these objectives the Board has worked with the General Manager on developing the elements of an effective transition plan.  In this regard, selecting a successor General Manager will incorporate an open recruitment process followed by a seamless hand-off between the existing General Managers final day in the office and the new General Manager’s first day in the office.  In addition, the Board has asked for an overlap period in the existing General Managers term of service to provide training and support for the new General Manager and to assist the Board, as needed.

 

The proposed Fourth Amendment (Exhibit A) to the General Managers contract complements the transition plan and ensures continuity while providing flexibility in support of the recruitment process.  The Fourth Amendment also carries over all provisions of the General Managers existing employment agreement and amendments previously approved by the Board.

Recommendation

Approve and authorize the Fourth Amendment to the General Managers employment agreement.
