EMWD is committed to assist Recycled Water users and Citrus Growers to comply with groundwater requirements established by the Santa Ana Regional Water Quality Control Board (RWQCB) Conditional Waiver of Waste Discharge (CWAD) requirements for discharges from agricultural operations in the San Jacinto River Watershed.  EMWD has utilized environmental support services from Daniel B. Stephens and Associates, Incorporated, (DB Stephens) to provide planning, monitoring and reporting assistance (Exhibit A) for the CWAD requirements on behalf of the San Jacinto (SJ) Coalition membership.


On May 2, 2018, the Board approved and authorized DB Stephens to support District activities for the SJ Coalition in the amount of $195,560 for two years.  The two-year contract included two tasks:


1.      The first-year task consisted of the compilation and submission of the reporting plan.  This plan was developed through meetings with SJ Coalition members and Santa Ana RWQCB staff. The reporting plan was submitted to Santa Ana RWQCB.


2.      The second-year task included gathering and entering SJ Coalition membership data into a LandIQ database and generating the first annual report which was also submitted to Santa Ana RWQCB.  Additionally, a groundwater quality analysis of the SJ Coalition membership agricultural usage area was conducted by DB Stephens and submitted with the first annual report.


For the proposed three-year agreement, DB Stephens will continue to obtain SJ Coalition member data utilizing the LandIQ database and provide the Best Management Practice (BMP) annual report(s).  Groundwater water quality data from the District will also be provided for annual reporting.  In 2022, year three of the contract, a groundwater water quality analysis will be conducted in the SJ Coalition member agricultural usage areas to be compared with the data from the first annual report.


The following is the breakdown of the three-year cost totaling $224,600 for the proposed scope of work with DB Stephens as found in Exhibit A:


·         Year 2020:              $70,200

·         Year 2021:              $70,200

·         Year 2022:               $84,200

DB Stephens has provided the necessary support for meeting the CWAD requirements on behalf of the SJ Coalition membership.  In addition, DB Stephens has provided support for the Santa Ana Watershed Protection Authority’s Tri-Annual Ambient Water Quality report which utilized the same program implemented by the SJ Coalition for compiling the groundwater water quality analysis report.  The SJ Coalition is also utilizing LandIQ, a subcontractor to DB Stephens, for database BMP processing and reporting.  Therefore, it is recommended that the District, in support of the SJ Coalition, continue using DB Stephens to provide the necessary environmental support services to assist SJ Coalition members with meeting the regulatory requirement of the CWAD.

Funding for this item is provided for in the Biennial Budget for Fiscal Years 2019-20 and 2020-21.

Approve and authorize a three-year agreement with Daniel B. Stephens & Associates, Incorporated, to provide the necessary environmental support services to the San Jacinto Coalition to meet the regulatory requirement of the CWAD in the not-to-exceed amount of $224,600.
