Approve and Authorize a Contract Amendment with Woodard & Curran in the Amount of $62,300 for the West San Jacinto Groundwater Sustainability Plan Development

The Sustainable Groundwater Management Act (SGMA) was signed into law on September 16, 2014.  The purpose of SGMA is to promote sustainable management of the State’s groundwater basins.  Eastern Municipal Water District (EMWD) became the Groundwater Sustainability Agency (GSA) for the West San Jacinto Groundwater Basin in 2017.


SGMA requires that medium and high priority basins be managed under a Groundwater Sustainability Plan (GSP).  Since the West San Jacinto Basin is a high priority basin, but is not critically overdrafted, the deadline for submittal of the GSP to the Department of Water Resources (DWR) is January 30, 2022.


On December 19, 2018, the District authorized Woodard & Curran to complete the groundwater modeling needed for the GSP development. Staff negotiated a final fee in the amount of $263,000. The GSP development was initiated on February 23, 2019.


Woodard & Curran submitted Addendum 1 requesting an additional amount of $21,000 based on a staff request for additional work to be completed for groundwater modeling during the GSP development.


Woodard and Curran submitted a second Addendum on January 23, 2020, requesting an additional $62,300, based on the following changes which have occurred at the request of District staff and are anticipated to occur for the duration of the GSP development:


·         Adjustments and refinements to the baseline San Jacinto Groundwater Flow Model (SJFM-2014). This work includes adjustments and updates to the current condition baseline for hydrology, land use, and water use conditions.  These revisions to the baseline model were not in the original scope of work but are required;


·         Perform detailed analysis of the projected condition baseline for implementing projects within the GSA area for the groundwater model. Requested by District staff, this work includes an update of the projected baseline model to include planned projects, including: the Perris II Desalter Program, the Department of Water Resources Lake Perris Seepage Recovery Program, and the Perris North Groundwater Contamination Prevention and Remediation Program; and


·         District staff requested that Woodard & Curran attend monthly Technical Advisory Committee (TAC) meetings at EMWD headquarters and provide additional project communication support/conference calls/presentations beyond what was included in the original scope of work.


Staff negotiated the scope and fee for Addendum 2 (Exhibit A) with Woodard & Curran in the amount of $62,300 and has determined it is commensurate with the necessary level of effort. The additional costs are within the budgeted contingencies, so no additional appropriation is requested.  The project budget is presented in Exhibit B.


The District is recommended for award of grant funding from DWR Proposition 68 Sustainable Groundwater Management Grant Program-Round 3 funding in the amount of $1,166,500, the full requested amount.

This project will be financed from the Fiscal Year 2019-2020 Special Projects Budget, subject to reimbursement from DWR grant funding.



Water Supply Diversity and Reliability: Develop and implement a portfolio of projects and management techniques to achieve a reliable and cost-effective balance of water supplies utilizing imported, local and recycled water sources.



This item is not a project as defined in the California Environmental Quality Act Code of Regulations, Title 14, Chapter 3, Section 15378.


Approve and authorize the General Manager, or his designee, to execute Addendum 2 to the contract with Woodard & Curran for additional groundwater modeling services required during the development of the GSP in the amount of $62,300, bringing the total agreement to an amount not to exceed $345,400.
