Adopt 2020 State and Federal Legislative Policy Principles and Priorities

Background

The 2020 State and Federal Legislative Strategy document provides guidance for staff to properly establish and allocate resources for EMWD’s federal and state legislative program in 2020.  The overall strategy for the second year of the 2019-2020 legislative session is to ensure and enhance EMWD’s operations and efficiency through the support or opposition of relevant legislation or policy initiatives.

 

EMWD staff identified a series of issues that we anticipate debate at the state and federal level in the second year of the legislative session.  The following document highlights the issues and establishes specific strategies for addressing each foreseeable issue.  Public and Governmental Affairs (PGA) is submitting the following strategies for Board consideration and approval.

 

In addition to the 2020 State and Federal Legislative Strategy, PGA is proposing minor updates to the EMWD Legislative Policy Principles intended to strengthen the messaging and undertakings of EMWD.  Additionally, staff has again merged the state and federal legislative priorities to demonstrate an enhanced level of collaboration and messaging between the two government affairs branches of the PGA department.

 

The EMWD Legislative Policy Principles represent those areas of public policy in which the Board of Directors has established an EMWD position.  These principles are consistent with EMWD’s mission statement and guiding principles, and development is with careful consideration of EMWD’s strategic plan.  EMWD Legislative Policy Principles are dynamic in nature and are revisited, amended and expanded, as needed and with Board approval, as new legislative issues affecting EMWD arise.  However, as EMWD’s overarching legislative policy directives, the Policy Principles are more static and foundational than the Legislative Strategies and Priorities.  Staff has provided a comprehensive update of the Policy Principles to reflect broader planning and policy issues that have come to the forefront since the last update.

Advocacy: Conduct a highly productive and effective Federal, State and local advocacy representation program to effectively influence legislation, regulation and funding in a manner that responds to a shifting political landscape, benefits EMWD’s customers and consistently demonstrates industry leadership.
