Adopt a Proposed Resolution Updating the Consolidated Schedule of Rates, Fees and Charges

Background

The District’s Administrative Code was first adopted in May 2013, and has been subsequently amended on a number of occasions.  Staff recommends the following changes to the Schedule of Rates, Fees and Charges, which is appended to the Administrative Code:

 

  1. Adjust the base Financial Participation Charges (Connection Fees) by Engineering News-Record Construction Cost Index (ENR-CC Index) to account for the escalating cost associated with the District’s capital infrastructure.  The change in the ENR-CC Index was 2.5 percent from March 2018 to March 2019.  Accordingly, staff recommends escalating the base Connection Fees by 2.5 percent effective January 1, 2020; and
     
  2. Adjust the Special Benefit Area (SBA) overlay components based upon the underlying agreements for each of the SBAs.  For the most part, those escalate with the same ENR-CC Index, but some escalate using a flat dollar amount or a percentage amount calculated on a basis other than ENR-CC.
     
  3. Adjust two administrative corrections which relate to the E208 water rate to reflect the lower commodity rate adopted by the Board in June 2019, and two additional columns added to show the unchanged general obligation bond rates in 2018 and 2019.

FINANCIAL IMPACT:

Proposed adjustment to the Connection Fee will provide additional funds for the District to recover its cost to provide water, sewer, and recycled water capacity to new service connections.  The proposed adjustment is consistent with adjustment assumption in the Fiscal Year 2019-20 Budget.

 

STRATEGIC PLANNING GOAL/OBJECTIVE:

Proportionate Cost of Service: Continue to evaluate EMWD’s fees, rates and charges to ensure that each customer class pays its proportionate fair share, while generating adequate revenues to meet EMWD’s financial obligations.
