Background

The District is expanding its desalination facilities to enhance local potable water supply to meet increasing demands.  The proposed Murrieta Road Transmission Pipeline Improvements Project, Phase I will provide additional capacity to convey flows from the expanded desalination treatment complex to the surrounding service area.  The project will convey potable water south of the desalters and consists of approximately 6,800 linear feet of 36-inch diameter transmission pipeline and related appurtenances along Murrieta Road between the desalination complex and La Piedra Road in the City of Menifee.

 

Real Property staff initiated negotiations to acquire an easement totaling approximately 11,848 square foot along the westerly property lines of the property (Assessor Parcel Numbers 360-680-026 & 360-680-027) and compensation for improvements that will be permanently removed to allow for the installation of the pipeline.  Based on an appraisal prepared on behalf of the District, an offer was made and after negotiations, the property owner agreed to the total purchase price of $46,165.

Financial/Strat Plan/Enviro

FINANCIAL IMPACT:

This project is included in the Fiscal Year 2019-20 Capital Improvement Program (CIP) Budget and will be financed from the General District Restricted Water System Expansion Fund.

 

STRATEGIC PLANNING GOAL/OBJECTIVE:

Water Supply and System Redundancy: Develop adaptable buffer supplies, water storage and delivery system improvements to manage uncertain supply delivery conditions and emergency outages.

 

ENVIRONMENTAL IMPACT:

This project is subject to the California Environmental Quality Act (CEQA).  In conformance with the California Code of Regulations Title 14, Chapter 3, Section 15004, the appropriate environmental document will be prepared when “meaningful information” becomes available.

Recommendation

Approve and authorize execution by the General Manager, or his designee, of all documents necessary to finalize the acquisition of the easement (APNs 360-680-026 & 360-680-027); and administrative award of contracts necessary to survey and secure the easement.
