Approve and Authorize an Amendment to the Agreement with Jacobs Engineering Group, Inc. ($240,353) for Hydrogeological Support Services

Background

The District currently has several groundwater development projects in various phases requiring hydrogeological services and oversight.  Managing these projects has been challenging due to the limited number of specialized staff and an increase in groundwater projects and programs.  Staff interviewed a number of engineering firms that provide hydrogeological support services from the on-call services list, and Jacobs Engineering Group, Incorporated (Jacobs), was retained under contract to provide adjunct staff services for a term of up to four months. 

 

Staff has determined a need for ongoing support services for an additional six month term based on forecasted workload.  For the current groundwater development work, the scope of services includes the full range of hydrogeological support consisting of the following:

 

·         Serve as overall project manager for new monitoring well installations, new production well installations, groundwater flow and solute transport modeling, groundwater recharge facility siting, and groundwater quality monitoring pilot studies;

·         Manage consultants completing hydrogeological documentation, including review and comment on technical studies and deliverables;

·         Assist with providing internal hydrogeological support on well rehabilitation and testing, construction project dewatering, and sanitary sewer overflows as needed; and

·         Prepare request for proposals and assist with the procurement process for groundwater development projects and programs.

 

Due to the continuing need for hydrogeological support services, additional funding is required.  The original agreement with Jacobs was in the amount of $88,360, and consisted of one senior level professional geologist/certified hydrogeologist providing support three days per week for approximately four months (Exhibit A).  The proposed amendment to Jacobs agreement is for an additional $240,353 to continue to provide hydrogeological support up to five days per week for an additional six months, as needed (Exhibit B).

 

Jacobs acknowledges that if the District is no longer in need of hydrogeological adjunct staff support, Jacobs contract work can be immediately halted, and Jacobs will submit a final invoice for the work completed.

FINANCIAL IMPACT:

The hours worked on specific projects will be charged to the associated work order or construction order accounts.  Overhead will be charged to the department.

 

STRATEGIC PLANNING GOAL/OBJECTIVE:

Shared Services:  Seek beneficial shared service opportunities that reduce costs and overhead by in-sourcing work from outside entities to EMWD and out-sourcing functions, where appropriate.

 

ENVIRONMENTAL IMPACT:

This item is not a project as defined in the California Environmental Quality Act Code of Regulations, Title 14, Chapter 3, Section 15378.

Recommendation

Approve and authorize execution by the General Manager, or his designee, of an amendment to the agreement with Jacobs Engineering Group, Incorporated, for hydrogeological support services for an additional amount of $240,353.
