In 2003, the Hemet-San Jacinto Water Management Plan (Management Plan) was developed jointly by Eastern Municipal Water District (EMWD), Lake Hemet Municipal Water District (LHMWD), and the cities of Hemet and San Jacinto in an effort to manage water supplies and demands in the Hemet-San Jacinto Management Area.  The Management Plan was published on November 7, 2007. The Hemet-San Jacinto Watermaster (Watermaster), which was created by the Superior Court of California through a Stipulated Judgment entered on April 18, 2013, subsequently adopted the Management Plan.


A component of the Management Plan is the Hemet-San Jacinto Management Area Monitoring Program (Monitoring Program). This program establishes the monitoring of groundwater levels, groundwater quality, groundwater extraction, and overall conditions of the management area.  The data collected through the Monitoring Program is presented in an annual report along with historical data for the management area.  Participants in the Monitoring Program include EMWD, LHMWD, the cities of Hemet and San Jacinto, the Soboba Band of Luiseño Indians, and private groundwater producers.


Data collected for the Hemet-San Jacinto Management Area Monitoring Program also supports other regulatory requirements, including the California Statewide Groundwater Elevation Monitoring, Triennial Ambient Water Quality Re-Computation, the Recycled Water Program, and Hemet-San Jacinto Management Area Groundwater Recordation Program, as well as regional planning studies and initiatives such as the Groundwater Numerical Model, San Jacinto Valley Enhanced Recharge and Recovery Program (SJV ERRP)/Santa Ana River Conservation and Conjunctive Use Program (SARCCUP), and the proposed Groundwater Reliability Plus program.  Additionally, these monitoring activities assist EMWD in maintaining eligibility for state of California grant funding.


The Watermaster has requested that EMWD continue to perform elements of the Monitoring Program for calendar year 2020.  The estimate for EMWD to complete the work for 2020 is $194,102 (Exhibit A), and is subject to reimbursement by the Watermaster.

Financial/Strat Plan/Enviro


This project will be financed from the 2020-21 Special Projects and Studies budget, with invoices being issued to the Hemet-San Jacinto Watermaster for reimbursement of the total cost.



Water Supply Diversity and Reliability: Develop and implement a portfolio of projects and management techniques to achieve a reliable and cost-effective balance of water supplies utilizing imported, local and recycled water sources.





Approve and authorize the General Manager, or his designee, to enter into an agreement with the Hemet-San Jacinto Watermaster to perform the calendar year 2020 Monitoring Program services in the Hemet-San Jacinto Groundwater Management Area; and appropriation of $194,102 to fund project costs.  Project costs will be reimbursed by the Hemet-San Jacinto Watermaster.
