Background

The West San Jacinto Groundwater Basin Management Plan was adopted by EMWD’s Board of Directors on June 8, 1995.  The Watershed Monitoring Program was a component of this plan and has been ongoing since 1995.  Subsequently, the Sustainable Groundwater Management Act (SGMA) was signed into law on September 16, 2014, and created a new framework for groundwater management in California. The framework includes a structure and schedule to achieve sustainable groundwater management within 20 years after the adoption and implementation of a Groundwater Sustainability Plan (GSP).

 

The purpose of the West San Jacinto Groundwater Sustainability Agency Monitoring Program is to continue to monitor groundwater levels, groundwater quality, groundwater extraction, and overall health of the West San Jacinto Groundwater Basin. Data collected from the West San Jacinto Groundwater Basin supports the GSP development and implementation, and other regulatory requirements including the California State-Wide Groundwater Elevation Monitoring, Triennial Ambient Water Quality Re-Computation, Perris II Reverse Osmosis Treatment Facility Monitoring and Reporting Program, Recycled Water Program, and San Jacinto Watershed Groundwater Recordation Program, as well as regional planning and studies and the Groundwater Numerical Model.  Groundwater management plans are also required by the State for an area to pursue and receive grant funding. Participants in the West San Jacinto Groundwater Basin Monitoring Program include EMWD, the cities of Moreno Valley and Perris, Nuevo Water Company, and private groundwater producers.  This program is anticipated to cost approximately $274,887 (Exhibit A).

FINANCIAL IMPACT:

This project will be financed from the Fiscal Year 2020-2021 Special Projects and Studies budget.

 

STRATEGIC PLANNING GOAL/OBJECTIVE:

Water Supply Diversity and Reliability: Develop and implement a portfolio of projects and management techniques to achieve a reliable and cost-effective balance of water supplies utilizing imported, local and recycled water sources.

 

ENVIRONMENTAL IMPACT:

None

Recommendation

Approve and authorize the General Manager, or his designee, to continue the West San Jacinto Groundwater Sustainability Agency Monitoring Program in the West San Jacinto Groundwater Basin for Calendar Year 2020; and appropriation of $274,887 to fund project costs.
