On January 19, 2011, the EMWD Board of Directors approved the Initial Study and Mitigated Negative Declaration (IS&MND) for the Eucalyptus and Letterman Booster Stations Project.  The IS&MND analyzed the impacts of implementing two potable water booster stations to be constructed within the City of Moreno Valley.  The Letterman Booster Station has been constructed and is operational.  This IS&MND Addendum addresses only the proposed Eucalyptus Booster Station Project (Project).


The Project is located on Eucalyptus Avenue in Moreno Valley, 1300 feet west of Moreno Beach Boulevard.  The proposed Project consists of a concrete block building housing up to four electric pumps and emergency generator.  The Project replaces the Elder Booster Station which pumps from the 1860 pressure zone to the 1967 pressure zone. 


As part of a recent land exchange with the neighboring developer (Beazer Homes), EMWD transferred a southern portion of the Project site and received a larger portion of land to the west of the property.  The land exchange resulted in a minor increase of the project site (from 0.22 to 0.34 acres).  Due to the site configuration change, the Project design was reconfigured to accommodate the layout of the facility.  Additionally, the pumping capacity was increased based on EMWD’s updated Water Facilities Master Plan.  Based on these minor changes, an addendum for the IS&MND is required for the Eucalyptus Booster Station Project, and was prepared in accordance with CEQA Guidelines Section 15164 (Exhibit A).

Water Supply and System Redundancy: Develop adaptable buffer supplies, water storage and delivery system improvements to manage uncertain supply delivery conditions and emergency outages.



This project is subject to the California Environmental Quality Act (CEQA) and in conformance of California Code of Regulations Title 14, Chapter 3, Article 6, Section 15070, et seq., EMWD has prepared an addendum to the previously approved Mitigated Negative Declaration.  The minor modification is not considered to 1) constitute a substantial change in the project as originally proposed; 2) lead to substantial changes in circumstances under which the project will undertake; or 3) constitute new information of substantial importance.  Accordingly, an addendum was prepared as opposed to a subsequent mitigated negative declaration or environmental impact report.


Approve and authorize the addendum to the November 2010 Initial Study and Mitigated Negative Declaration for the Eucalyptus and Letterman Booster Stations Project; and prepare and file the Notice of Determination and environmental filing fee for said project.
