Background

Eastern Municipal Water District (EMWD) is advancing the Southern Wine Country Infrastructure Phasing Plan to serve as a road map to accommodate and condition future developments in the Wine Country Community Plan area.  The previous De Portola Sewer Study, prepared in 2015, identified conceptual level infrastructure required to serve this area for buildout conditions. The previous studies did not consider how to incrementally phase the recommended sewer infrastructure system in a manner that aligns the needs of defined developments with feasible improvements.

 

This study will develop a plan to extend sewer infrastructure to the area via a phased approach.  The plan will address phasing for new infrastructure extending into the southern part of the Wine Country Community Plan area as well as improvements required to the Districts existing sewer collection system.  Specific development projects will be considered in the phasing plan based on recent development inquiries.  A more refined cost estimate will be developed that provides costs associated with implementing each phase of improvements.

 

District Staff requested a proposal from West Yost Associates, from the District’s competitively selected as-needed, pre-qualified consultant services list. West Yost Associates previously developed the De Portola Sewer Study for subject area.

 

The proposal (Exhibit A) includes the scope of services, estimated fees and schedule for the study. Staff negotiated a not-to-exceed fee in the amount of $85,000 with West Yost that is commensurate with the level of effort necessary to complete the project. The project cost estimate is attached as Exhibit B.

 

The proposed Southern Wine Country Infrastructure Phasing Plan is scheduled to be completed by December 2019.

FINANCIAL IMPACT:

This project will be financed from the special projects fund.

 

STRATEGIC PLANNING GOAL/OBJECTIVE:

Achieve the safe, reliable and cost-effective collection and treatment of wastewater and beneficial use of biosolids, and a water supply portfolio that achieves an optimum balance of water resources.

 

ENVIRONMENTAL IMPACT:

This item is not a project as defined in the California Environmental Quality Act Code of Regulations, Title 14, Chapter 3, Section 15378.

Recommendation

Approve and authorize agreement with West Yost Associates in the amount of $85,000 to develop the Southern Wine Country Infrastructure Phasing Plan; and appropriation of $102,000.
