Background

For the last several years, Eastern Municipal Water District has implemented a Recycled Water Allocation and Demand Management Plan for the purpose of maximizing beneficial use of its limited recycled water supplies.

 

On March 14, 2019, staff presented advantages and challenges associated with the present “customer-based” allocation methodology and proposed evaluation of potential implementation of an “account-based” methodology to address those challenges.  The attached presentation provides the Board Planning Committee an overview of the District’s current business practices for allocating recycled water to its customers.  It also details the challenges associated with “account-based” methodology and the need to further evaluate its potential effectiveness, and staff’s recommendation to maintain the existing “customer-based” methodology for the present time.

Water Recycling: Implement on-going treatment, storage and distribution system projects and programs to allow 100 percent utilization of treated effluent for the highest beneficial and sustainable uses possible.
