Background

In April 2018, the State Water Resources Control Board released a solicitation under the Proposition 1 Groundwater Sustainability Grant Funding Program requesting concept papers for projects that prevent and clean-up the contamination of groundwater that serves, or has served, as a source of drinking water. The District identified the Perris North Basin Groundwater Contamination and Prevention Project as eligible for this funding program and submitted a concept paper in August 2018.  Subsequently, the District was invited to submit a full application requesting funding for this critical project.

 

The proposed project is located in the Perris North Basin (Basin) and focuses on aquifer clean-up, contamination prevention and remediation of groundwater contaminated from nonpoint sources within the Basin.  The groundwater aquifer in the Basin has historically been a source of potable water.  Over the last several decades, contaminates in the groundwater have resulted in shut down of numerous potable wells and the Basin has been unavailable for potable use.

 

Once constructed, new wells will extract contaminated groundwater for treatment, blending and distribution. The new treatment facilities will utilize a combination of processes such as ion exchange, granulated activated carbon and enhanced blending.  These processes will address various contaminants including perchlorate, nitrate, total dissolved solids, and manganese.  The project cost is estimated to be approximately $66 million.  The District is requesting $33 million.

FINANCIAL IMPACT:

Funding for this item is provided for in the Biennial Budget for Fiscal Years 2017-18 and 2018-19.

External Funding Opportunities:  Aggressively pursue outside funding to reduce financial burden to the District's customers.

 

ENVIRONMENTAL IMPACT

This project is subject to the California Environmental Quality Act (CEQA).  In conformance with the California Code of Regulations Title 14, Chapter 3, Section 15004, the appropriate environmental document will be prepared when “meaningful information” becomes available.

Recommendation

Adopt a proposed Resolution to support EMWD’s application to the State Water Resources Control Board’s Proposition 1 Groundwater Sustainability Grant Funding Program for Perris North Basin Groundwater Contamination Prevention and Remediation Program and designate an authorized representative.
