Background

On November 15, 2018, the District received Statements of Qualification under its Request for Qualifications (RFQ) No. 3078 for Hydrogeological Services.  A total of 18 firms responded (total for combined categories) to the solicitation, and their proposals were evaluated by a cross-functional team of District staff based on the following criteria:

 

·         Firm Qualifications and Experience

·         Experience and Qualifications of Personnel Assigned to Perform the Work

·         Availability

·         Approach and Understanding of Requirements

·         Knowledge of EMWD Standards/Guidelines

·         Price/Payment Terms

·         Exceptions Taken to the RFQ

·         Local Office

 

Hydrogeological services are critical to the District in maintaining its strategic goal of providing a diverse and reliable supply of water.

 

Hydrogeological Services

 

Services within the hydrogeological services group include modeling and planning studies, as well as field work and investigations.  Previously, the full-range of hydrogeological services were contracted under one category of service.  However, in anticipation of upcoming projects over the coming two-year term, staff recommends the award of two separate categories of work, specifically meeting the unique needs of the projects and types of services planned. The recommended categories are Modeling and Planning Studies and Field Work and Investigation.

 

In 2017, the Board approved and authorized a not-to-exceed total of $565,000 for the combined services of As-Needed Hydrogeological Services.  Combined expenditures under two-year term of the newly proposed agreements are projected to decrease to a total of $400,000 over the recommended term as more fully described below.

 


Category 1 - Modeling and Planning Studies

 

Firms in this category of service will perform development, analysis and creation of reports for groundwater basin yield assessments, conduct well and aquifer hydraulic evaluations, groundwater modeling, property acquisition support, and well siting evaluations.  Services also include identifying and analyzing the suitability of property the District is contemplating purchasing for new water recharge sites as well as groundwater production and treatment facilities.  These firms also develop operational recommendations for existing recharge and groundwater production facilities.  The analyses and recommendations are based on groundwater basin yield assessments, water quality evaluations, well and aquifer hydraulic analysis, and groundwater modeling.

 

A total of 14 firms submitted proposals in this category of service with the firms recommended for award identified in the table below:

Anticipated projects under Category 1 for Modeling and Planning Study services include the following:

 

·         Moreno Valley Particle Tracking Groundwater Modeling

·         Cactus Valley Conjunctive Use Feasibility Study

·         Lakeview Particle Tracking Groundwater Modeling

·         Other General Modeling and Analytical Studies

 

The recommended award for Category 1 shall not exceed $200,000 over a two-year period.

 

Category 2 - Field Work and Investigations

 

Services in this category include well design, plans, specifications and construction support.  A total of 16 firms submitted proposals within Category 2 with the firms recommended for award identified in the table below:

Anticipated projects under Category 2 for Field Work and Investigation services include the following:

 

·         Exploratory Drilling Oversight

·         Well Destruction

·         Installation of Monitoring Wells

·         As-Needed/Unplanned Well Site Investigation and Soils Investigations

 

The recommended award for Category 2 shall not exceed $200,000 over a two-year period.

 

Tasks will be assigned to the recommended firm with each task being approved in accordance with District policy.  Work performed shall be in accordance with the consultant’s proposed schedule of fees submitted in response to RFQ No. 3078 and invoices will be reviewed for accuracy by both Planning and Contracts Department staff to ensure compliance with contractual terms and conditions.

 

Financial/Strat Plan/Enviro

FINANCIAL IMPACT:

Expenditures for as-needed hydrogeological services are provided for through Capital Improvement Program funding.

 

STRATEGIC PLANNING GOAL/OBJECTIVE:

Planning: Conduct planning and environmental permitting activities for water, wastewater, and other relevant facilities in a timely manner that supports the District’s strategic objectives and ensures the availability of services for future growth.

 

ENVIRONMENTAL IMPACT:

None

Recommendation

Approve and authorize contracting with the firms identified herein to perform as-needed hydrogeological services for Modeling and Planning Studies and Field Work and Investigations, in accordance with each firm’s expertise and schedule of fees.  Total expenditures under the full two-year term of all agreements identified herein shall not exceed $400,000.
