Background

Advancement of Eastern Municipal Water District’s (District) Purified Water Replenishment (PWR) Program is dependent on implementation of certain improvements to the recycled water and wastewater conveyance systems in San Jacinto Valley.  The sequence, timing, and integration of proposed infrastructure improvements is critical to the District’s ability to supply recycled water to future phases of the PWR Program.

 

Due to the complexity and interdependence of the wastewater collection system, recycled water system, and future phases of the PWR program, staff is recommending development of the San Jacinto Valley Integrated Reclamation Plan as presented in Exhibit A.

 

On October 4, 2018, staff solicited proposals from six engineering consulting firms. On October 31, 2018, proposals were received from the following four engineering firms: Black & Veatch, Tetra Tech, West Yost, and Woodard & Curran.

 

A proposal review panel comprised of Planning, Engineering, and Operations staff thoroughly evaluated and ranked the proposals received. Based on a thorough review of the proposals, the evaluation panel selected West Yost as the preferred engineering firm for the San Jacinto Valley Integrated Reclamation Plan as presented on Exhibit B.

 

Exhibit C presents the West Yost proposal, which includes the scope of services and the project schedule. West Yost’s fee estimate for the base and optional services is shown in Exhibit D. A nottoexceed fee proposal in the amount of $386,700 was negotiated with West Yost that is commensurate with the necessary level of effort.

 

The proposed San Jacinto Integrated Reclamation Plan is scheduled to be completed by May 2020.

FINANCIAL IMPACT:

Funding for this item is provided for in the Biennial Budget for Fiscal Years 2017-18 and 2018-19.

 

STRATEGIC PLANNING GOAL/OBJECTIVE:

Water, Recycled Water, and Wastewater Service Goal:  Achieve the safe, reliable and cost-effective collection and treatment of wastewater and beneficial use of biosolids, and a water supply portfolio that achieves an optimum balance of water resources.

 

ENVIRONMENTAL IMPACT:

This item is not a project as defined in the California Environmental Quality Act Code of Regulations, Title 14, Chapter 3, Section 15378.

Recommendation

Approve and authorize execution by the General Manager, or his designee, of the District’s standard form of contract with West Yost Associates to develop the San Jacinto Valley Reclamation Integrated Plan in the amount of $386,700; and appropriation of $449,000 to fund project costs through completion of this planning project.
