Background

The District operates and maintains a brackish water conveyance system as part of its desalination program.  The system is comprised of a network of wells and pipelines which supply brackish groundwater to the District’s Perris I and Menifee Desalters.  The District’s third desalter (Perris II) is currently under construction and will be supplied from recently commissioned brackish wells located in the northeast portion of the system.  However, the existing pipeline network is nearing capacity and requires expansion to convey the increased supplies to the Desalter Complex.  The District’s 2018 Brackish Water Hydraulic Model Update recommended construction of approximately 5,220 linear feet of 30-inch diameter parallel transmission main along Sherman Road, between Ellis Avenue and Mapes Road, in the city of Perris (Exhibit A).

 

Staff requested and negotiated a scope of work with Dudek, of San Juan Capistrano, California, for the preliminary and final design of the pipeline.  Dudek was competitively selected for the District’s annual as-needed engineering design services for pipelines.  Dudek’s scope of work (Exhibit B) consists of the following tasks: project management, utility research, preliminary design memorandum, field investigations, preparation of contract documents, and bid support services.  The negotiated fee in the amount of $93,630 for the proposed effort is commensurate with the required scope of work.

 

The following consultants, competitively selected for the District’s annual as-needed engineering non-design services, will perform the following key tasks:

 

·         Michael Baker International, of Temecula, California - Surveying services

·         Sladden Engineering, of Beaumont, California - Geotechnical services

 

Estimated project costs through the bid/award phase of the project total $229,630, as detailed in the project cost estimate (Exhibit C).

 

Financial/Strat Plan/Enviro

FINANCIAL IMPACT:

This project will be financed from the General District Restricted Water System Expansion Reserve.

 

STRATEGIC PLANNING GOAL/OBJECTIVE:

Water Supply Diversity and Reliability: Develop and implement a portfolio of projects and management techniques to achieve a reliable and cost-effective balance of water supplies utilizing imported, local and recycled water sources.

 

ENVIRONMENTAL IMPACT:

This project is statutorily exempt under the provisions of CEQA and the State CEQA Guidelines. The proposed project involves the construction of pipeline not exceeding one mile in length, within public street rights-of-way.  Accordingly, the proposed action qualifies under Statutory Exemption Section 15282(k), of the State CEQA Guidelines; and Section 21080.21 of the Public Resources Code.

Recommendation

Approve and authorize the following:

 

1.              Execution by the General Manager, or his designee, of the District's standard form of contract with Dudek, of San Juan Capistrano, California, for preliminary and final design of the Sherman Road Brackish Water Transmission Pipeline Project in the amount of $93,630;

 

2.              Administrative award and execution by the General Manager, or his designee, of the District’s standard form of necessary contracts and agreements for preliminary and final design of the Sherman Road Brackish Water Transmission Pipeline Project; and

 

3.              Appropriation of $229,630 to fund project costs through the bid/award phase.
