Background

Eastern Municipal Water District (EMWD) is an enrollee in the State Water Resources Control Board (SWRCB) Statewide General Waste Discharge Requirements for Sanitary Sewer Systems (WDR SSS), Order No. 2006-0003-DWQThe purpose of the WDR SSS is to provide a consistent, statewide regulatory approach to address sanitary sewer overflows (SSOs).  This approach is aimed at preventing SSOs, and ensuring agencies are properly prepared to respond to any SSOs that occur.  The WDR SSS requires EMWD to develop, implement and maintain an updated Sewer System Management Plan (SSMP) and to report all SSOs to the SWRCB’s online California Integrated Water Quality System database.

 

The purpose of the SSMP is to document the proper operation and maintenance of EMWD’s sanitary sewer system.  Every two years, staff has conducted required internal audits of the SSMP and has documented the effectiveness of the SSMP.  EMWD has been in compliance with the WDR SSS having made necessary updates to the SSMP.

 

The WDR SSS, Order No. 2006-0003-DWQ, requires agencies evaluate and make any necessary subsequent revisions to its SSMP every five years, or when any significant program changes are made. The SSMP must be presented to the enrollee’s Governing Board for approval at a public meeting.

 

Staff has completed the 2019 SSMP update to the previously approved 2016 edition of the SSMP.  The 2019 Sewer System Management Plan is included as Exhibit A.  Board approval of the 2019 updated SSMP will keep EMWD in compliance with the WDR SSS and realign its approval frequency with the five year certification cycle based on the original 2009 SSMP.

This item is not a project as defined in the California Environmental Quality Act Code of Regulations, Title 14, Chapter 3, Section 15378.

Recommendation

Approve Eastern Municipal Water District’s 2019 Sewer System Management Plan as required by the Statewide General Waste Discharge Requirements for Sanitary Sewer Systems (WDR SSS), Order No. 2006-0003-DWQ.
