Background

The Menifee Court Lift Station was built as a temporary sewage lift station and is located within an easement at 28841 Sandy Avenue, Murrieta, California.  Dual 4-inch diameter force mains transfer the sewage collected at the lift station to a 12-inch gravity sewer located at the intersection of Keller Road and Whitewood Road (Exhibit A).

 

The temporary lift station was originally built by Murrieta Field 96, LLC, in 2008 to serve Tract 31168. Murrieta Field 96, LLC, also provided payment to EMWD in the amount of $20,000 to cover costs related to the future abandonment of the Menifee Court Sewer Lift Station.

 

Through the development services process, it was determined that Tracts 28532 and 32718 could divert the existing sewer flows from Tract 31168 to the newly built Clearview Lift Station. The Clearview Lift Station was sized to account for the sewer flows tributary to the temporary Menifee Court Lift Station.  The abandonment of the Menifee Court Lift Station, and consolidation of flows into a single sewage lift station, will reduce the District’s long-term operation and maintenance costs.

 

The North Murrieta Community, LLC, (Developer) will abandon the Menifee Court Lift Station through a reimbursement agreement with the District; whereby, the District will reimburse Developer associated design, construction, and administrative costs related to the facility abandonment, which is currently estimated at $107,000.

 

The total cost of the facility abandonment is estimated at $131,000 as depicted by the project cost estimate (Exhibit B).  At this time, staff recommends additional appropriation in the amount of $105,000 to fund Developer reimbursement and associated staff labor cost through the closeout phase.

Financial/Strat Plan/Enviro

FINANCIAL IMPACT:

This project will be financed from the District Sewer Replacement and System Betterment Reserve to fund the cost of the reimbursement and project expenses and the prior $20,000 payment by Murrieta Field 96, LLC, will be used to offset the total project cost of $131,000.

 

STRATEGIC PLANNING GOAL/OBJECTIVE:

Partnerships: Position EMWD to respond to interagency consolidation opportunities or partnerships that are mutually beneficial, promote improved service to the community, and are implemented in a timely and orderly fashion.

 

ENVIRONMENTAL IMPACT:

This project is categorically exempt under the provisions of CEQA and the State CEQA Guidelines.  The proposed project involves the abandonment in place of an existing lift station and segment of pipeline.  Accordingly, the proposed action qualifies under Categorical Exemption Section 15301(b) of the State CEQA Guidelines.

Recommendation

Approve and authorize execution by the General Manager, or his designee, of a standard Water and Sewer Facilities and Service Agreement with North Murrieta Community, LLC, authorizing reimbursement of costs associated with abandonment of the Menifee Court Sewer Lift Station in the amount of $107,000; and additional appropriation of $105,000.
